Look up the Cunningham defense to the King's Gambit. There is a similiar sacrifice that is well analyzed, the only difference here is the inclusion of Nc3 and Nc6. Maybe the Nc6 prevents White's Ne5 from coming in in some lines.
As far as being able to "unleash a bomb over-the-board" I don't think you're going to see a lot of 4...Be7, Black has other moves that are more dependable.
