What’s the history behind the name?

It doesn’t like a very strong attack for white.
Black can play 3...Nf6 with a cool trap against White:

4. Qxg7 Rg8 5. Qh6 Bxf2+ 6. KxB Ng4+ 0-1

4. Qg3 and 4. Qh4 can both be reasonably answered with 4...O-O with a slightly better position for Black.

This opening does have a cool name, though! =)

Name given by Eric Schiller. With 3.Qg4 white "puts out its neck"

FrogCDE

Whereas 3.Bc4 Nc6 4.Qg4 is quite strong.
