3. Nc3 isn’t bad as long as you know 6. Na2 attacking both the pawns on b4 and c4, Black can’t defend both in time, with the idea of eventually rerouting the knight with Nc1, but after 6. Nb1 and 6. Nce2 Black does get a good initiative.

Yeah, I think the author chose that move order to play the Marshall Gambit which is the following:
I might not even play it anyways as I prefer Semi-Slav positions.
