There is no best or worst, but e4 is better than e3.
What is the best and worst opening move?
Sort:
D4 is better than e4 and e3 and f4 isn't a worst but a good move. I drew 2 games with computer 4 by this opening.
Is this a Hurt/Heal?

Somehow, I do not think he faced 1. a3 1. f3 or 1. h3 too often.
g4!!! Need to think about it.
a3 or h3 aren't that bad if you can transpose into lines where they are useful.
e3 for white seems to me to be particularly bad! It doesn't control the centre nor does it develop a piece and it just blocks in the dark squared bishop. To my mind it loses white the initiative!

Which is what I said. But you seem to think it's d4.
e4 was still played in the World Championship, but yes d4 is much more common at the top level. It's personal preference at below the very top level though.
