what is the best defence against 1.d4 to get into an open position

Can't force an open position.  Tough luck!  I speak as a huge advocate of 1.d4, 1.c4, and 1.Nf3.

White controls that.  For example, in the King's Indian, he can open up with the Four Pawns, or lead to an extremely closed position with the Classical.  In the Grunfeld, the Exchange tends to open up, the Russian Variation along with Bf4 lines or e3 lines tend to remain closed.

If you can't play both open and closed positions, you aren't very good at all.  Suck it up and learn how to play chess, not 5% of it!

I am just kidding though.  All you can really do is sacrifice something to open it up, if you insist on an open game.

Both the QGA and the QGD Tarrasch don't give white good options to keep the game closed.

Black can go for an open position in the Nimzo Indian, too, but the NID can be avoided.

The Budapest 1. d4 Nf6  2. c4 e5?! will give you a more or less open position, but 2. Nf3 puts the kibosh on that.  Still then after 2. Nf3 c5 can lead to semi open positions, if White does NOT play 3. d5.  For instance:

While I might not use the same phrasing, I agree with this. The question can basically be translated to "Hey guys, I play 1.e4 and have gotten used to the resulting open positions, but I don't do well against 1.d4. What can I do to avoid studying 1.d4?"

And I think that @ThrillerFan answered this question pretty well.

If you follow this advice, just be careful if you face ozzie_c_cobblepot (the author of the previous message).  To keep his confidentiality, I won't identify event or round, but I tried to play the Tarrasch Defense against this guy in an over-the-board tournament, and he clobbered me.  The game would literally qualify as a miniature!

I would say your best chance to open the position in 1.d4 game, if you are playing black is the Tarrasch, in case White plays 1.d4 then 2.c4 

and the QG Accepted.
