There is no best. There are 4 moves that are all stronger than the other 16.
1...e5, 1...e6, 1...c5, and 1...c6.
And they are in no particular order. Which is best for each individual varies based on playing style. For me, it is 1...e5 or 1...e6. For someone else, it might be 1...c5.
The other 16 moves are all weaker to varying degrees. For instance, 1...h5 is worse than 1...d6. But the "Big 4" are stronger than any of the other 16 options.
