What is this opening and it's weakness

As white 1.e4 --- e5 2. Nf3 -- Nc3 3. C4 From here I win 8/10 times. bishop eventually sits on d3 until midgame I know very little of chess, I basically only vs one person with this app when we have time. My opponent always plays black and doesn't like to have initiative or tempo whatever you call it, by doing this it feels like I force them to take initiative, and they can't seem to get a win off it. What is this opening, what is it's weakness?

The weakness is glaring.  The d4-Square!

The Dresden Opening is a very rare strategy that almost ensures that there will be no d7-d5 pawn pushes early on; however, it does leave a hole on d4 where Black’s knight can later exploit it as an outpost. Additionally, this formation blocks in your light-squared bishop from its two favorite squares (c4 and b5). It will be impossible to play a c2-c3 + d2-d4 pawn break, which could result in a closed center.

Overall, it may not be the soundest opening choice, but if you feel comfortable with it, do play it. The move probably won’t lose you the game, but you got to keep an eye on that d4 square. Black will likely focus his attacks on the kingside, while White can try for an attack on either the kingside or queenside (though preferably the queenside because of the established c4-pawn).

There are very few books on this opening (in fact, I couldn’t find one), and it has not experienced much coverage on the internet. This could be an advantage or a disadvantage, depending on how you look at it. You will have to make the repertoire on your own, but few will know your plans beforehand! Even if Black prepares enough to fight this opening, their advantage will be slim, almost dismal if you become adept at handling the positions!

No. There is no strategic or tactical point to the opening so Black has nothing to "fight" against. Even a 1400 player playing natural moves will have better chances or at least equal by the middle game. Black has any number of ways to reply so preparation won't help white much, You shouldn't advise him to continue with this opening.
