Cause that would require fairly bad play on the part of both players
The way I have seen it done is every other pawn stays where it is at and the others move ahead one space. And I am a beginner player and do not know how to get around this..it seems pretty effective to me...do you have any tips for me?

Devolop your pieces toward the center, and use the time your opponent is wasting to have your bishops attack through his pawn defence (they will all be on the same color square). You would take out a rook no problem, or attack the square in front of the kingside bishop with your queen backed up by a bishop. Anyone setting up pawns like that would not stand up well if down in material. Have a reason for every move you make.
There is an opening where the pawns are staggered across the board. Does this have a name? Is there a good defense for it?
