It would appear to be a queens gambit, depends on what black responds with can change the name of the opening. D4/c4/nf3 openings are transpositional. There flexable openings, it could turn into a catalan, QGD, QGA, english, reversed sicilian etc. I like just playing either d4 d5 then c6 going for a semi slav, if i get c4 or nf3 i go for c6 then usually d5. Its more about " not getting move orderd" into somthing your not confortable with. I like the pawn structure in the slav/ caro kann openings. Everything is defended and positional. The thing that messes me up is people that play sidelines, reversed grand prix attack for example.
what is this opening for white?

It depends on what black plays after d4
If black plays d5, then play will likely transpose into a Tarrasch or Exchange variation of the Queen's gambit
If black plays nf6, it'll likely play into a Nimzo-Indian, a Grunfeld, or the King's Indian
Although I'm not quite sure you really understand what the King's Indian is if you're scared of 3. nc3, it's literally just the main line.
So is this a popular way for white to open? If so what is it called? And for those who want to be super helpful are there any good openings to counter this? Perhaps kings Indian is one of the worst against this one because I get blow off the board by like 6th or 7th move easily… thanks in advance for any help
