There is no best!  There is sound, risky, and bad!

 

For example, against 1.e4,

1...e5, 1...e6, 1...c5, and 1...c6 are all equally sound.

1...Nf6, 1...d6, 1...g6, 1...d5, and 1...Nc6 are all dicey, but no refutation is known.

The other 11 moves are simply bad!

 

So while the number of good moves is finite (4 in the case of White playing 1.e4), THERE IS NO BEST!

I don't think b6 is good, but I think it probably is more dicey that outright awful. Also, 1...d6 in itself is completely sound as long as Black heads for a Hanham Philidor. It only gets dicey if black commits to d6/g6
