What's this symmetrical opening structure known as?

New to the site and a beginner, so I appreciate your patience here, but what is this structure or opening called, please? As used by White:

I was rushing and rather messed up my response and left myself rather exposed when trying to find my way in and I'd like to work out a better response next time I come across this setup.

When a strong player says "structure" they mean pawn formation, and only pawn formation. Pawn structures determine where the pieces are best placed, and so forth. You won't see that word used with respect to pieces. 

The second thing is that there is no name for the setup that white has employed, simply because the classification of any opening is dependent on the moves of both players. There are minor exceptions such as a London System or a KIA and such, but that's not what's going on here. 

It seems, although I have no idea, that this came from a Sicilian Defense, or otherwise a Pirc/Modern with c5 played. That being the case the way white played resembles the way he might play in an Alapin/c3 Sicilian. But it's all dependent upon the move order and the exact position.
