 I think that the first postion is approximately even.  Reuben Fine liked Black in this position, while Siegbert Tarrasch preferred White.

Most certainly not; then the rook will take my queen and dominate on that file, this is much better since it at least develops the knight and prevents the rook taking control of the open file (for now)
