Why can I not move the queen before I move the pawn?

I was trying to kill the back queen in my first move as white, but I could not move her. Do I have to move her somewhere else first?

It is possible to move your queen before moving a pawn but you need some help. Like if your opponent captures one of the 3 pawns in front of your queen and your queen then captures that piece. Or if that piece subsequently moves away, your queen can move even if you have not yet moved a pawn.
