Why not? Just ask a number of local businesses.
Depending on how many members you have you could have dues that could be used to offset costs too. Maybe find some local adult players that might be willing to help sponsor the club.

Can I host a chess tournament
That is a question for someone from Canada or the CFC. I don't know what their process is at all.
For the US Chess Federation, it is very possible. I'm a Local TD (and anyone can become a Club TD with no problems) and I host tourneys, usually 2-4 a year.
The main problems are the site and drawing in enough players. I've lost money overall hosting events but without that, we wouldn't have any rated events without driving over an hour, at least.
If you are asking about hosting a scholastic, talk to the admin at your school and see what it would take. You would have some upfront costs to pay for awards if you wanted them and for advertising, You should be able to recoup some of it through entries, if not all.

But this depends on where you live. It's been decades since I played high school chess...but I think the patterns have largely not changed. The best way for improvement is to be in an area where historically there are several strong chess high schools. Other than that, maybe find a serious local chess club.
