Bobby Fischer (FIDE ELO 2905) or Magnus Carlsen (FIDE ELO 2882).
This takes into consideration that the ELO rating system was only introduced in 1970 and Bobby Fischer never was rated better than 2805, but would have probably be rated 2905 if ELO would have been introduced sooner.
Garry Kasparov was third best (FIDE ELO 2851).
What is the best chess player of all-time?
I believe it is Magnus Carlsen or Garry Kasparov
