Cheating discussion is not allowed in the main forums, but you're welcome to join the discussion on the cheating forum.
I'd think one would have more fun things to talk about on their first post on the site, though.
first of all don't talk about cheaters in the public forums
second: if you suspect a person is cheating then report it to chess.com
Third: Check the chess.com rules for what they do and how they deal with it (it is at the top of the page)
Fourth: you don't need to shout to be heard. there is a group that talks about cheater and people will listen to you
