There are two different stages during the month, separate from one another. The first stage is nominating people to be on the list of candidates. The first stage lasts for most of the month; that's what we're doing now. A person only has to be nominated once to be put on the list, and once s/he is on the list, if anyone else nominates them again it doesn't change anything because they're already on the list. Everyone is allowed to nominate up to 4 people as candidates. proKnight periodically posts an updated list of people who have already been nominated so you don't waste your remaining nomination slots on someone who is already on the list.
Somewhere around the 25th of the month nominations will stop, and voting starts. At that point no one new can be added to the list of candidates, and everyone gets to vote for 1 or 2 people from the list to be that month's winner. It's during the voting stage that proKnight starts keeping track of how many votes each person gets. Bookkeeping can get a little creative at times, which is part of the charm of CPOTM. On a good month one of the candidates will start throwing a fit about how the voting is proceeding, and you can sit back and watch a fun show.
I'm voting/nominating Elenin also. It's not a waste of a nomination, I just want her to know I voted for her.

LOL-- that's the jerk I had the 2-week forum fight with in LoserRob's thread-- he maintained the U.S. government would never let themselves be in a position where they didn't have human-launch capability when the Shuttle was retired. He claims the military has secret magic spaceships that can't be detected when they launch to orbit. And they still can't reveal them publicly for use now that the Shuttle is done, or they won't be secret anymore. 
I ended up having to block him when he carried over his (still erroneous) trash talk to private messages. I love a public forum fight, but I won't put up with it in my personal messages or email.
