I just downloaded the image and then opened with "Paint", the tools are basic but easy enough to use.

Oh, Paint. I have that.

Yeah, I think everyone gets it with a windows PC. I have other packages but the simplicity of Paint makes it user friendly.

I have a Windows Vista.
