1. 2600+ rating is not a requirement for the GM title.

2. The fee for awarding the GM title is 330 €, a sum that a GM or GM elect can collect with 5-6 hours of coaching.

Ummm, no. Currently the one and only player with no GM title and a rating over 2600, is FM Vladimir Afromeev, who is well known for organizing rigged tournaments, and claiming that he can even award an IM title to his personal driver, and his cat.

Almost anyone can beat almost any opponent in a single game.

GM Firouja lost to a 1900-rated player in a tournament game not all that long ago.

But if you mean "consistently beat GMs", then no.

Out of 8 billion is their a few magnus equivalents in the population, yes likely. They are probably doing better things with their time like making money but otherwise no. Their are only 2000 GMs in the entire world.
