We'll, I don't see anything wrong of having low rated titled players but it shouldn't be that easy for them to obtain the title. It would make a lot of capable titled members who are untitled feel bad
WFM can equal anything from weak player to strong untitled to CM but in most cases WFM=untitled imo
Some titles like CM, FM, WCM and WFM can be awarded for performing well in junior tournaments. If there is a country with very little chess competition, it is easy to gain such a title through winning the national championship.

NM is 2200 USCF anf FM is 2300 FIDE. There is a formula USCF = FIDE - 100, therefore to become an FM is 200 points more than to become an NM.

Perhaps it devalues the title, although it might encourage chess in poor countries.
