FIDE Titles:
Candidate Master (CM): have an established FIDE rating of 2200 or more.
FIDE Master (FM): Have an established rating of 2300 or more and meet certain criteria. These can be having achieved "norms" (performance rating minimums against other titled players). FM titles can be awarded for things like composing problems as well.
International Master (IM): Achieve an appropriate number of IM norm or achieve partciular specified results in international competitions. Pass 2400 ELO at some time during a rating period.
Grand Master (GM): Acheive an appropriate number of GM norms or achieve particular specified results in international competitions. Pass 2500 ELO at some time during a rating period.
As an example, the wins gold at the world U-20 championship earns the GM title automatically.

What's the difference between an IM and a FM?
FM: Achieved a published or interim rating at some time or other ≥ 2300
