What is an FM, and do you think this title should exist?

It means FIDE Master, someone who has reached 2300 elo in FIDE ratings. with at least 30 games played. This person may not be a NM (national master) because they play in different countries at different times, or achieve the rating in a nation where they are not a member af that national federation.
