That's because your rules specified that you have to use standard pieces (no special moves) and a starting position setup which means the only viable variant is normal chess with different starting positions. So basically togepi didn't follow the rules.

Well, I was not chosen to go to the second round. So of course I did not submit a variant.

It is all your own fault: you should have picked round winners that are more productive and respect the rules!
