When you promote to a queen otb you usually take a queen your opponent has captured earlier in the game and put it on the promotional square. In this case, you cannot do that if your opponent is keeping that queen as a soul that his king can use. Note 4 is just kind of stating the obvious that you can't replace your pawn with a piece your opponent is keeping as a soul.

 

Of course we don't have the hassle of needing to find pieces when promoting online happy.png

if i use the rook as a canon, does the piece being fired become a soul?

Only captures of enemy pieces become souls. So no, not the fired piece or any other allied pieces that dies in the shot.

Rooks still has normal capture, yes.

Rooks can fire at a square regardless if a piece is occupying the square and regardless if a piece is standing in the way. The only conditions are that the rook must be holding a piece and it may not result in capturing the allied king.

Then he would get your pawn as a soul, yes. But the pawn on top of the rook will just disappear and not become a soul for any player.
