Regarding Xiangqi, which's values you seem to've copied from Xiangqi, the points operate on a different scale, the chariot which is the same as a rook has a value of 9, so that gives you a value of 2.5, in a chess scale. Basically we have a scale of chess points being equal to 1 4/5 xiangqi points, so if we do the math, the catapult has a value of like 2.5.

A Xiangqi horse HAS to be worth 2, it's just a knight but worse.

Also I think some estimates put a knight at 3.5 on a standard chess board. If that's a case maybe a Xiangqi horse is worth 3.0.

In my computer tests replacing one Knight by two Xiangqi Horses in the FIDE setup did not result in an advantage for either side. So the Horse is worth almost exactly half a Knight.
This makes sense: all moves of the Horse are blockable on one square, and during large part of the middle-game (where most games are decided) there is a 50% chance a square will occupied, and the move thus blocked. So on average the Horse will just have half the number of moves a Knight would have.
