As AALIDAR said, it is a 1-point queen, and it moves the same way a normal queen does, but is only worth 1 point. The reason why this piece exists is because 4-Player Chess is often a game of points, and this is the standard promotion piece in those games so that the pawn (which can easily promote) does not gain point value from promoting.

Visually marking a real queen and a fake queen is not a bad idea. And should be introduced in Crazyhouse and Bughouse. A good example is if you can capture two queens and you take the fake one and only get a pawn in your hand instead of a queen which can be fatal to the outcome of the unfolding game.
