Since you're unrated in all but tactics and there are below 1400, I suspect not.

How about you issue an invitation and see who picks it up? Mind, invitations from unrated players tend to be picked up slightly slower than invitations from rated players, as (this is my theory) so many times the unrated player has made an error in issuing the invitation and doesn't actually play it. Not that I've ever had anyone unrated who has not played a move against me say anything in a chat window, mind.

Anway, if you get no takers, my advice remains: just issue a challenge to anyone and get rated.

I don't mind playing you, but I'm probably not what you'd call "strong". (If you want to play me specifically, drop me a line; I'm cleaning up some tournament games and have marked myself unavailable for challenges, but I'm short of 960 games at the moment, so ...)
