Yes you are correct. When bulldog is played with the witch, the black king and queen are switched compared to normal chess. Therefore the file numbers in the original description will not be correct. That's probably why the file numbers for castling have been removed from the rules now.

Since we're on the topic, the diagram below shows why bulldog with witch has the black king and queen switched. Normal chess has complete mirror symmetry, including the kings and queens which face each other. Bulldog with witch does not use mirror symmetry, but instead uses  "180-degree rotation" symmetry.
