what i think there should be:
1. the flag is instead of the king and has all the things that a king has. ( can castle )
2. you can promote pawns so flags so if a flag died( even the original one ) the team will still be ok !
The flag is hidden within a piece, so if a flag piece can castle, you know it's a flag piece. The flag acts as a makeshift king (the king can't be checked anymore).
