I think this game is overly tactical, as the most development moves are by the builder.

Do you mean more tactical compared to strategic? I think you are right that almost all development is related to getting pieces close to the builder, while trying to prevent opponent from doing the same. I also wonder if there is another starting position that would make the game play a lot different. On the other hand, any one different starting move sets the course for big difference in the game anyway.

When someone asked George Mallory why he wanted to climb Mount Everest, he said "Because it's there". That's the same reason I like to play bigger and better versions of chess. But you are right. Chess is not broken. You can keep playing it if you want to.
