anyone know a pgn software that opens chess960 games? Chess Pad doesn't

I thought all softwares could open a 960 pgn. A pgn for 960 game also contains a starting fen string. Probably you might have missed that. 

Try chess.com analysis board editor. If that doesn't work, try arena or scid, both of which are available for free.

WinBoard also supports Chess960 (plus a score of other variants).

You only have to doule-click on a PGN file to start up WinBoard in game-viewer mode.

The pgn I download from chess.com doesn't specify the opening position anywhere, so it's not possible for any software to open it as it doesn't know which variant was used.

Then it is not PGN...

Chess960 games cannot in general be reconstructed from the moves only; the initial position has to be specified. So a game record without initial position is not a complete game record. Complain to chess.com about that.
