how to make a club active?

I have the same problem ( but I only got 20 members lol !!! )
Well guys the question is as above. My club has 120 members right now. Earlier I thought that bringing more and more members would make a club active. I thought that if 5 people among 10 members are active then bringing more members would also increase the active members proportionally. But my assumption was wrong. I have 120 members now and almost none are active. It doesn't mean that I am careless. I am trying to create more matches, vote chess, etc. I am organising tournaments too. I even organise some events to make members active. I tried inviting members who were active in other clubs too. But nothing worked. What can I do?
