I say live your dream. Chess club organizers do not necessarily have to be good at chess, what they have to be good at is organizing chess events and tournaments, and have a passion for the game and sharing their passion with others. My local club's organizer is not great at chess, yet we have fun tournaments year round!
For the kids, try reaching out to our sister site ChessKid.com, someone there might have experience with this and may be willing to give some tips.

I have been thinking for a while about starting a chess club in my town.
It would be a non-profit organisation, so I can apply for a number of subsidies from the Belgian government. I only have time to lose. I have a few questions and am curious what you think about this.
