Can be common among panhandlers. Can also be a thing among people who wish for a better sense of self-worth.

I was thinking about what you said there, this morning, after coffee and croissants. I think you've just taught me something about language evolution, because you're perfectly right.

Pronounced phonetically, "owl" is something like "owell" or "owwool". Here in Northern England, there's a tendency to pronounce phonetically, unlike in Southern England, maybe. So "owell" sounds a bit like "a woll" and there's also a tendency for people around here to be jokers. We're only 20 miles from Liverpool and they get their humour from here and from Ireland. They wouldn't want to say "a a woll". That sounds clumsy. The indefinite article would be dropped and so owl becomes woll, which also suits their sense of humour.
