There is a difference, in most cases, between banning and blocking IPs. An account that gets banned, is banned for a reason but if there ever was a mistake, the account could be unbanned.

I think what he's saying is, if the IP block happens to affect, say, an entire cafe, or an entire university, then it will be removed.

So if an innocent soul gets his IP banned due to this, Chess.com can't do anything at all? That's sad.

MAC adresses are changeable too.
That said, I'm pretty sure the MAC address of the client isn't preserved in the packets received by the site; the MAC of the last hop (router) is. The ISP of the client knows the client MAC but TCP/IP doesn't preserve it.
The client code could capture that, but again, it could be changed.

Im not an expert on IT but I guess it works like that.
I dont think chess.com bans the whole spectrum of IPs (too big of a site to do that).
Regarding banninc MAC adresses that method is too invasive and you wouldnt be able to ban the MAC adress of any computer unless you make them download software (which I wouldnt, if they did that I would go back to chess24) as MAC adresses can only be viewed by others inside the network.
I dont know too much about getting a MAC adress but I guess they could get the MAC adress of your modem/router the problem is that most modems have a "clone mac" function and if they didnt have it you could simply connect your internet cable directly into your computer and look into the archives in your network.
There is no real way to ban a user from your site if they know what they are doing, but most of them have better things to do.

MAC addresses are not part of IPv4 addresses; chess.com do not see them.
(IPv6, different story, but IPv6 has been a "next big thing" for 20 years now.)
"Chess.com can't do anything with IP bans.They can block their IP bans and I guess they did so, the problem is that if their IP is dynamic (changes every time you restart the modem) they would need to block a whole range of IPs (the IPs are not random, they are taken from a certain range) the problem with this is that they could also ban innocent users." I saw this comment in another thread and it made me wonder, Can banned accounts be restored? I am talking specifically about this kind of cases.
