Sandbagging is when you intentionally lose games. I don't think there is a name for what the OP was asking.

Sandbagging isn't intentionally losing games per se. Sandbagging is getting a rating that's way lower than your actual strength. One way of doing that is to intentionally lose games, but if there are other ways a sandbagger will use that. Losing games intentionally isn't itself the "sandbagging" part. It's just the means to an end. The actual "sandbagging" part is giving the impression of being a beginner and then proceeding to crush semi-strong opponents (for whatever reason the sandbagger's mind concocts; maybe just to troll, or to sabotage people's ratings).

If a super-strong player creates a new account and starts with its default rating (eg. 1000, or whatever it might be), that might technically be considered "sandbagging", but in practice it isn't, as sandbagging implies intent. I suppose it depends on why, with what motivation, the super-strong player created the account and chose the low rating (assuming it can be chosen).
