I am unsure if it’s really “punishment” you are giving the other person a shot to do a free move because you failed to win the game after 6 consecutive checks. This is to eliminate “ bully ball” going overdrive excessively

If the best move is to give check, then forcing your opponent to move something else is punishment, yes. If you don't like being checked too often, play 3-check.

You can avoid being checked more than you like, but foreseeing that your move may allow your opponent to do that and playing a different move instead. That’s part of the skill of chess.

But if you’re in a losing position, you might want to force perpetual check yourself. It’s a very skilful tactic and anyone who does it deserves the draw.

It’s part of the game. There are world championship games with many, many checks.

#26 is right. In a losing position, a perpetual check is a good way to get a draw.
Of course, you could always be respectful and offer a draw after 10 checks, once they see that escaping is hopeless

There is a tactic called a windmill which involves checking multiple times in a row to take a huge number of pieces for free.
Windmills would become unavailable if your rule were there.

The suggestion would also make forced mates in more moves unplayable if each move was a check.
