Why I am limited account because the line of my partner is bad?????

 Many bad players out there, once I was playing a guy, he abused me and started trash talking in chat. I did not disable chat, but decided to resign. Later I checked his account and he was banned. I guess someone must have reported him.

Yes, we are fortunate that such people are getting rarer these days. Chess.com  closes accounts pretty quickly in such situations, when they are reported.

Next time you are in such a situation, why not just close chat first, rather than resigning? 

Or at least use the Report button after the game, the ! Icon on everyone's profile.

Yes indeed, I should have disable chat first. This is not the first time I have experienced those kinds of players. 

I just hope no one else has to experience those kinds of issues during games. It is hard to focus at the same time. 

If your account gets closed for Fair Play violations, you can still contact them via Help --> Ask a Question. They may accept your confession and allow you to rejoin the site with a new account. It is unlikely that they would let you re-open your old account.

some guys play more than 300 game at the same time, like "Prezident Putin" who won almost all games. he was evidently a cheater and I have asked chess.com to check him and he was banned. But sometimes I am suprised when lower rated players are banned.

But if lose with a cheater, Can I ask for a win in the game?

They started giving back the ratings points in such cases recently. You will get a message about it if they do.
