The trolls have alt accounts and use them to bully their victims. You can get muted for saying that even though it's in their rules that they can have two accounts and even though what they're doing is obvious because the alt will lapse into the speech of the parent account.
Trolls aren't going to get an approved alternate account and if they do and break the TOS risk having both accounts closed
