NM and CM are possible. Even FM and IM can be reached with dedication. GM is hard for anyone, but not impossible. Some 20-year-olds managed to get the GM title in under 10 years. It's possible, but NM, CM, and FM are the easiest.

How do I become a GM in less than 3 weeks? My ELO is around 1200 and I'm on a deadline. I need to get it done before the end of April and am willing to devote 30 minutes a day. Thank you!

Solve lots of puzzles. I can be more specific depending on your goals - are you trying to structure your thinking, or are you trying to improve your pattern recognition?
