I don't think there is a set procedure.
Cynical circumvention of the rules

A procedure then. There is no option in the abuse reporting interface that says "new account circumventing action against previous account".

Not if they don't hear about it.
It's ok, I've just realised there is an "other" option, for reporting and it allows an explanation. Makes this thread unnecessary, to be frank.

What option is that?

You may use the option "Other" in the report window and describe everything related to the abuser's accounts. Still if the abuser keeps abusing any abuse option will be ok. I dont think there is some automatic procedure to detect this case so only manual reports from many players matter

Thanks for the explanation.

I would not pretend I fully explained the case
Every day I see one alternatively gifted guy in open bullet tournaments who curses, harasses female players and sometimes cheats. This has been continuing more than 2 months and we have that guy banned over 25 times. So I just shared my experience

The're even letting cheaters open new accounts now. Why not just put up a sign saying......we accept all cheaters.
Like everybody else, the site's hurting for money $$ https://www.chess.com/forum/view/general/my-friend-got-banned-for-fair-play-and-i-dont-know-why

Huh, that's gross.

For my own peace of mind, I've decided not to care more than the site does.

What is the appropriate procedure when a user receives a mute for abuse in the forums, immediately closes the account, opens another and continues in such a way that all the other participants can immediately see who it is, and that he has circumvented the mute?
Contact Support directly. Closing accounts to get around mutes can result in the new account being muted and continuing may result in account closures instead of mutes.

Unfortunately, it takes up to several days (sometimes even more) for the support to read your report and take an action + it is pretty easy for the people who want to curse or to cheat to open new accounts as there is no value in any of those

No action yet, as you say. But it is an interesting case when the behaviour of the user concerned (in forums) makes them easily recognisable the instant they post with a new account.
