FIDE rating vs. rating of FIFA. Which one is better?

At the FIDE rating, every victory, draw or defeat will affect the rating of players.
In the rating of FIFA, there is no reduction in rating after the two national teams competing. Two teams will get an additional rating if the draw or win. Defeat will not reduce the rating.

As an interesting example. Vismanathan Anand refused to compete in the Asian Games in 2006, because he feared the ratings will go down. In the Asian Games, a lot of national players who have a low rating because they rarely follow the international game, not because they are not great players.

I like the rating thing, chess is about quality not quantity. It would be interesting to see ratings used for other sports and activities
