There are lots of differences between USCF and FIDE rules. I think there are some accomodations used when hosting FIDE rated tournaments in the USA.
The differences are for cultural reasons.
Some servers like ICC, chess.com use rather the USCF set for "insufficient material when time-out". Other like playchess, lichess, chess24 rather the FIDE version.
