Its because there smart and very talented, since so many people have a rating like that you cant be sure he's cheating.
Good memorizing. He (and the other players up there) knows the puzzles and makes nearly no mistake. Otherwise the rating would drop heavy.

@flashyferrari has a high puzzle rating and that's because he memorizes the puzzles.
I was recently looking at the puzzle leaderboards when I realized that there was a person with a rating of 18150. How is this possible? Are they using a bot? Please explain, I'm confused!
