Green Bar in Live Chess

So what is it useful for? Does it help us to expect when someone is going to loose connectivity? It looks pretty but how does it improve the game?

helps you know how stable your opponent is. some people complain that they think other people are cheating with their clock because they get time back. now they know that it is just lag compensation. also, if someone has a RED bar, you might not want to join their game.

I thought it was the strength of each player's current position. It was getting in my head for a while!
can someone explain what the green bar next to names and time controls in live chess means?
