They can still track the new account. It says, Once the suspension is finished, you will get to create a new account, but you won't get your old account back. The only con is You will never get your old account back, unless you contact support.

If the original closure was for a bad enough reason, new accounts will get closed as soon as they are found.

Nope. Further Violations will result into a permanent ban from chess.com. New accounts will be closed after they are found.
I think there are many who have done it on purpose. Probably three carefully chosen words could achieve it. A verb, a noun and an indefinite pronoun.

Sorry, I meant New accounts will be closed after the platform believes that a cheater has a new account. (Don't worry, if you're new, this won't affect you, this only applies for accounts that might have came from cheaters)
