How to download chess.com on PC
It's an easy way for not using Bluestacks and using google or edge or any other browser that supports Webpage Installs
You can download chess.com on a computer; I've done it. In Google Chrome, there should be an icon of a computer with a down arrow next to the bookmark button (the star in the top right corner of the screen). Click the icon and it'll download the Chess.com app.

That's not downloading an app: that's just creating a shortcut to the Chess.com site that you can click on that will take you to the site directly.

Its basically creating an app, but is browser based. There is no possible way for chess.com to become an actual app for pc, and to become an offline use. Only mobile had the app.

I actually found two ways to download the app: first of all, timetomew, I tested your theory that it is browser base by following the steps provided by ShawnRippel and then uninstalling google chrome, which is the only browser I have on my computer. I was still able to open the app, so the steps ShawnRippel provided actually do download the app and it is in fact not browser based. Second way is to just use google play games (it is in beta as of this post so it may be a bit buggy) and just download the mobile version of the chesscom app from there, and your computer will automatically reformat it to fit a computer screen and it works just like the website, but with the features of the app. Hope this helps.
