You can't get the NM title by playing FIDE games.
For US players NM is a title earned via USCF games... in other words it's the National Master title of the United States and FIDE is different because FIDE is international.

llama even checking uscf i cant find any mentioning of him obtaining the ranking.. only thing i can see is on chess.com

Well chess.com requires you send proof to them. Sometimes you can impersonate someone with a fake ID for example, but in any case they're not required to give their real name on their profile, so we can't reliably investigate people on our own.
As for having a low rating on chess.com, sure that's weird, but if the NM lets a friend use the account, or if the NM is physically disabled in a way that makes blitz chess very hard, then that could be a reason.

A young healthy person who is currently 2200 USCF strength will have a blitz rating around 2400-2500 from what I've seen.
But not every NM is young, healthy, and currently playing. Some people got their title 20 years ago. Some people are very old and have eye problems, arthritis, etc.
All we can say for sure is this person sent chess.com the ID of a NM. There are only two options, they're either assuming someone's identity by using a fake ID, or they're not. Giving a fake name (if it is fake) and having a low rating doesn't tell us about who they really are though.
Of course the rating is unusually low. You can report them if you want.
im not trying to shame him but i would expect an article on the man i've seen pictures i've read his tournament info i dont see any articles on the man i know chess isnt popular but a national master deserves an article in a local paper. or at least being able to search him on us.chess.org aka the uscf website if im not mistaken
Just checking, there is a Roger Buland who is a NM in the uscf database, who is currently at his rating floor (1900) and has been for a while. It seems that he got his NM title at least 30 years ago, as he has been below a 2200 since 1991 or before, since that's as far as the USCF database goes. It is completely possible that it is actually the real guy, based on recent USCF performance.
