I report cheating and I get muted for violating community guidelines?!?!

I just lost a gold medal in a 5min <1199 Swiss to an OBVIOUS cheater. Multiple people including me reported [public accusations not allowed -- MS], yet no action taken, but then I am muted for violating community guidelines? How hard can it be to create an algorithm that tracks, say, all 1199 and unders, and flags suspiciously consistent wins with master level move efficiencies, like above 95%?
