i was 1300 but it dropped(not by playing, by Chess.com) to 450 and now im stuck at 450-515

If you mean in rapid, you hadn't played in 3 years so your rating deviation (RD) value had increased which means your rating after games would have larger rating changes. Since you lost a lot of the more recent games, your rating dropped a lot.

Also, your initial rating from three years ago was only based on a few games.

So should i open a new account? What should i do? İ played on another accounts and people too i was very powerful

You played only several games at that rating, after that it went down a lot, and now it went down even more.

That means your rating wasn't established, so not quite realistic. Play more games to see where you really stand.

No you didn’t or if you did you’re rating was inflated no 1300 would get stuck at 500
